plan ever drawn up for Ireland. It involves an investment of over
EUR 52 billion of Public, Private and
EU funds (in 1999 prices) over the period
2000-2006. The Plan involves significant investment
in health services, social housing, education,
roads, public transport, rural development,
industry, water and waste services, childcare and
local development." ++++++++++ Had the
Aarhus Convention Agreement been ratified by the
Republic of Ireland, local communities would
be able to PARTICIPATE in decision
making regarding the way the above mentioned EUR 52
billion is spent.
Instead of lawfully
abiding by the clause in the Republic of Ireland Constitution which
states: "Every international agreement to which the
State
becomes a party shall be laid before Dail Eireann" (Article
29, Section 5, Point 1), it appears the Government has
VERY deliberately decided to
unlawfully keep all information about the
Aarhus Convention Agreement as far away from the public as it
possibly can. The Government has presumably done this so
that it can decide - all by itself - exactly how the
Eur 52 billion is spent.
Should more
people not be asking more questions about the outrageous situation
outlined above?
Is it not the case
that the Government is blatantly violating Bunreacht na
hEireann (i.e. the "Primary Law" of the Republic of
Ireland): for its own extremely selfish and wholly undemocratic
purposes?
Should the Government
of the Republic of Ireland be allowed to continue on breaking
the Primary Law of the
State indefinitely?
Is the
Government of the Republic of Ireland above the
law?
