      AGREEMENT HAS  BEEN  SIGNED  BY  OVER  40  EUROPEAN  COUNTRIES:
 INCLUDING  THE  EUROPEAN  UNION,  AND  ALL  15  EU  MEMBER  STATES.

  It was signed by the Republic of Ireland on June 25th 1998; and, 
   it "ENTERED INTO FORCE ON 
OCTOBER 30th 2001".
